Regional capital of the Autonomous Community of the Region of Murcia, the municipality of Murcia is one of the most important population centre in Spain. According to the year 2003 inhabitants census -January 31-, Murcia -391.146 inhabitants- is the seventh more populated city in Spain.

The municipality of Murcia concentrates 30'8% of the regional population, and it is configured as the principal population centre in the region. In the last years, the municipality of Murcia has experimented an important population growth. Between the years 1998 and 2003, the population of Murcia has been increased more than 12%, exceeding in five points the national population's evolution. Although most of the populational growth is had due to the immigration.
The municipality of Murcia has a surface of 881'8 km2 but, in spite of its high territorial dimension in comparison with the national average, its density of population quadruples the regional one and it quintuples the national one, reflecting this way its demographic importance. Administratively, the municipality is divided in the city of Murcia and 54 pedanias (smaller local entities) with a great variety concerning territorial dimension, populational weight and distance to the city centre. In the city of Murcia inhabit 172.922 persons (44'2 % of the municipality) on a surface of 18'8 km2 (2'31% of the municipal territory), that supposes a density of 9.198 inhabitants by km2.
By economic sectors, in the municipality of Murcia emphasizes the importance of the services sector, due to the fact that it is the administrative and commercial centre of the region by its regional capital condition. This way, according to the data of the recently published Census of Population and Housings of the National Statistic Institute (I.N.E.), the municipal tertiary sector is very superior to the regional one (67'8% in the municipality in front of 54'6% in the region) and four points greater than the national.
THE EUROPEAN PROGRAMMES SERVICE
The European Programmes Department was created in 1997 and its mission is management of the municipal projects that are financed with Community Funds. This Service seeks of information on calls, elaboration of the candidacies, management of the approved projects, as well as the financial and economic control and the economic justification of them.
During the period of community programming 1995-99 the City council of Murcia has participated in the following projects:
- Pilot Project for Territory Planning (Terra 2): "SDTP: Sustainable Development Through Planning".
- EMPLOYMENT Community Initiative: " sixteen twenty ", "women's Euro competition", "Formation and labour insertion in proximity services and local economy activities", "Threshold: Formation and labour insertion of families in the threshold of the poverty" of the Employment Community Initiative-Integra.
- EU Community Initiative Urban: Integrated urban development: "Revitalization and development of Barriomar".
- Operative programme for Rural Development PRODER: "Restoration of trekking itineraries", "Rehabilitation of San Roque Hermitage" in Cobatillas. "Constr uction of astronomical observatory" in Carrascoy-La Murta. "Restoration of San Ginés Hermitage.". "Restoration of Los Ríos Hermitage", in Lobosillo. "Construction of gastronomic eco-museum" in El Bojar. "Repair of the Coto Cuadros place" in Cobatillas.
- Inside the URBAL cooperation programme with Latin America: " Actions to encourage the economy in depressed neighbourhoods", "Transnational employment agent", "Design of the City Resources Transformation into Excellency Tourist Products", "Information and communication Technologies, promotion tools and support to the micro companies".
- Rápale programme: "POTAMOS. Watermills. Technology and cultural tradition".
In the period of community programming 2000-2006 the following projects are developing:
- EU Community initiative EQUAL: "MICRO: combating the discrimination through the creation and maintenance of micro companies", "e-MICRO: Cooperating to innovate in micro companies of local environment".
- EU Community initiative INTERREG IIIC: INNOCOMMERCE Project. Innovation applied to small trade in the European Union.
- Global grant of the European Social Fund: "Improving the occupation in the attendance to people sector." "Employment and self-employment promotion in activities of dependent people attention". "Jointly liable employment".
- Local Operative Programme (European Fund for Regional Development): "Construction of Local Development Agency", "Rehabilitation of the Artillery Quarter module 2", "Rehabilitation of gardens in urban areas", "Acquisition of urban furniture", "Rehabilitation of sidewalks and walks in urban areas", "Construction of Conciliation Centre for labour and family life", "Reinstatement of children's games in gardens of the municipality".
- Culture 2000 programme: "HOMO: Technology and environment in Late and Early Lower Pleistocene".
For the years 2005-2007 we are studying to elaborate projects in:
- Innovative measures of the European Social Fund: Innovative approach of the change management:
- Demographic change management: capacities related with ITC, flexible modalities of work time, modifications in work organization, etc..., of elderly workers.
- Restructuring management: Support to the restructuring processes of the small and medium companies (Updating capacities). Of the orientation and job services, etc.
- Cultural patrimony appraisement and conservation: Mediterranean architecture, Baroque sculpture and architecture.
- Environmental education and environment conservation.
- Projects in social welfare area: gender equality, prevention of the domestic violence (women, children and old people), Immigrants' integration in the local community, etc.
